All other games are fine. I'm using a gtx 860m, but if I switch to my intel HD 4000, this doesn't happen. I've: fresh installed windows (like 5 times!!) got windows 10 re installed roblox got new drivers I've tried everything. I cannot find it.

I don't see why this would be happening with Roblox (they lock how many frames per second your GPU can output to fit the average refresh rate) unless you have a low refresh rate on your laptop's monitor... Try updating GPU drivers perhaps?
